Digital Transformation Funding: How to Check a Programme and Prepare a Project

Compare Polish digital-transformation funding routes by eligibility, costs, aid rules and cash flow. Build a realistic project before treating a programme or grant as available.

Define the Project Before Choosing a Grant

Start with the process to improve, the people affected, the intended result and the resources required. A grant should support a justified investment; it should not determine the problem the business claims to have.

Record the current situation and distinguish measured costs from assumptions. An application needs a coherent technical scope and financial plan, but a professionally prepared document does not guarantee a funding decision.

Understand the Different Funding Routes

RouteWhat to investigate
FENGRelevant innovation, research, implementation or other instruments and the applicant types permitted by the call
SMART PathThe instrument within FENG Priority 1, its current structure, required modules and eligibility conditions
KPOThe specific investment or reform, implementing institution, eligible recipients and delivery milestones
Regional European FundsThe programme for the relevant region and the current calls matching the activity
National or financial instrumentsThe actual loan, guarantee or support scheme, repayment terms and aid basis

PARP and NCBR administer particular instruments; they are not interchangeable names for one generic digitalisation grant. KPO does not provide a universal “C2 company digitalisation” entitlement for every SME. Programme structure and available calls must be checked in official documents.

Build an Eligibility Checklist

For each possible call, record:

  • Applicant type, enterprise size and linked-enterprise rules.
  • Sector, location and any required operating history or financial criteria.
  • The activities and outcomes the call supports.
  • Eligible cost categories, limits and the date expenditure may begin.
  • Procurement, competition and documentation requirements.
  • The aid basis, cumulation rules and treatment of applicable taxes.
  • Application, implementation, settlement and durability obligations.

Do not reuse old de minimis limits or another call’s support rate. Different aid regimes and sectors can have different rules. Check prior support and linked enterprises against the applicable current framework.

Separate Eligible Cost from Total Cost

Software, licences, integration, migration, training, infrastructure and staff time may be treated differently. Ongoing subscriptions, application preparation and VAT need specific assessment. A cost being necessary to the project does not automatically make it eligible for a grant.

Build the full operating budget even where some items will be paid entirely from the company’s own resources. Include maintenance after the funded period and the internal effort needed to run the new process.

Model Cash Flow as Well as the Grant Percentage

Check whether support is paid as an advance, reimbursement or another instrument. Plan for payment milestones, evaluation time, settlement and possible delays. Compare a funded scenario with an unfunded or delayed scenario before committing to supplier contracts.

Do not assume work can begin before the call’s eligibility or incentive-effect requirements are satisfied. Confirm the permitted sequence for the specific instrument.

Prepare the Application Around Evidence

Describe the problem, proposed change, implementation responsibilities and measurable indicators. Use supplier quotations and realistic assumptions for the budget. State how the baseline and final result will be measured. Avoid claiming that a planned saving is already achieved.

Keep the technical and financial descriptions consistent. Assign owners for attachments, declarations and submissions. Check the official procedure for corrections or changes rather than assuming every formal error is treated the same way.

Deliver and Keep the Records

After an award, work from the grant agreement and approved scope. Maintain procurement evidence, invoices, payment records, acceptance documents and outcome measurements. Changes may need prior approval. The agreement determines applicable retention, durability and repayment consequences; there is no universal five-year rule for every programme.

QA10 and the Technical Scope

Q-Journey includes AiP Express and Platinum; Platinum includes Lean/Muda consulting. The agreed scope can establish a basis for process and software decisions. Applications following an audit belong to Q-Journey’s second stage, including without AI.

Q-Dev delivers individually scoped custom software. Neither route promises a grant award or a standard application-management package. Agree any funding-advisory work separately, and verify eligibility with the programme and relevant specialists.

Where to Check the Current Rules

Use the official European Funds portal, PARP, NCBR and the institution named in the call. A programme name is not evidence that a call is open, that your organisation is eligible or that a particular cost will be funded.

Frequently Asked Questions

Can a start-up apply? Eligibility depends on the specific call or financial instrument. Check applicant type, operating history and any financial requirements rather than assuming a universal minimum period.

Can different support sources be combined? Potentially, subject to the applicable aid-cumulation and double-financing rules. Map each cost and source and obtain the required confirmation before relying on a combined financing plan.

How long will a decision take? Use the schedule and procedure for the particular call. Evaluation, requests for clarification and agreement signing vary; a general article cannot promise a decision date.

Can application preparation be reimbursed? Only where the specific rules permit it and the relevant conditions are met. Do not assume that an advisory service or application-writing fee is eligible.
